Planned changes to higher education funding and competition regulations build on reforms implemented by the previous Labor Government, according to University of Melbourne Vice-Chancellor Glyn Davis.

Professor Davis told SKY News' David Speers that funding changes expected in this week's Federal Budget are a natural next step, after the implementation of a 'demand driven' university system.

"This is the other half of that reform, to open up price and competiiton," he said Friday.

"We've been on this journey for a little while. This would, nonetheless, be a very significant change. "
