Claiming people have "a right to be bigots" undermines the rights of equality with dignity and non-discrimination, says Dr Mark McMillan, who sued columnist Andrew Bolt in 2009 under the Racial Discrimination Act.

Dr McMillan said he will be writing a response to the Government's draft changes, which will replace clauses against insulting, humiliating or offending another person or group on the basis of their race with a ban on incitement of racial hatred.
